258 Vetoes of More Than $16 Million in HB 1, Most Vetoes in LA History
BATON ROUGE – Today, Governor Bobby Jindal announced that he has line item vetoed 258 items in the state’s operating budget for FY 2008-2009 (HB 1), accounting for more than $16.14 million in non-governmental and governmental projects. Governor Jindal’s 258 vetoes in HB1are more than double the vetoes for all the state’s previous 12 budgets combined.Previously, Governor Kathleen Blanco had 39 line item vetoes in her house budget bills during her entire four years in office. Governor Mike Foster had 81 line item vetoes in house budget bills during his term, and over the last 12 years combined, there was a total of 120 line item vetoes in state budget bills.
Governor Jindal said, “On the day I took office, I told Louisianians that together we would create a New Louisiana – a Louisiana that gives our citizens the opportunities they deserve by taking on bold reforms. For too long, state government has spent and spent, with little regard for taxpayer’s money. On inauguration day, I said that we must strive for real reform and not mere cosmetic changes to create a New Louisiana. Today, we are taking another step toward that New Louisiana by vetoing unnecessary non-governmental and governmental spending to reduce our state budget and send a signal that we will not settle for business as usual. We are striving for an efficient state government that operates transparently, and wisely invests taxpayer money in state priorities.
“During the session, I laid out criteria for legislators to let them know that we would support those projects which were state priorities, but would veto state funding for projects that were not. To be sure, there will always be more worthy causes than there will be state funding. It is our job to ensure tax dollars are wisely spent and invested in state priorities that will further our creation of a New Louisiana that encourages business growth and job creation so our kids don’t have to leave home to pursue their dreams.”
Governor Jindal’s 258 line item vetoes of more than $16.14 million from HB 1 comes on the heels of his 25 line item vetoes in the state’s supplemental bill passed by legislators, which trimmed off a total of more than $9.29 million in savings. Additionally, included in the Governor’s 258 line item vetoes of HB 1 today was also an item affecting health care providers which DHH estimated would have cost the state around $27 million, meaning the Governor’s total direct and indirect savings from line items vetoes in HB 1 totaled more than $43 million.
During legislative session in April, Governor Jindal sent a letter to legislators outlining his required criteria to support spending for non-governmental organizations (NGOs) in budget bills. The Governor’s letter stated:
“Therefore, below is a list of criteria for NGO funding required to gain my support; and as such, any NGO funding passed by the Legislature that does not meet the following criteria will be vetoed. NGO funding passed by the State Legislature:
Must have statewide or substantial regional impact. Must have been presented/openly discussed during the legislative session. Must be a state agency priority. In addition to the Governor’s vetoes in HB 1 announced today and those in the supplemental bill accounting for more than $9.29 million, Governor Jindal has also made the following fiscal reforms to reduce state spending and make better use of Louisiana taxpayer money since taking office:
Completely eliminated, for the first time in history, the state’s long-held, unhealthy habit of relying on “one-time” revenue to cover recurring expenditures. Eliminating the current year’s $800 million reliance on one-time money represents the largest year-to-year reduction in Louisiana’s history. Cut 984 vacant state government positions at an estimated savings of $58 million; and as a result of a government hiring freeze, achieved state General Fund savings of $39 million - $14 million more than the $25 million target called for in the Governor’s executive order. Eliminated two government offices and consolidated six others. Reformed the state’s construction financing process (Capital Outlay) by 1) Requiring spending restraint by limiting funding of non-state projects to no more than 25 percent of cash line of credit capacity and requiring 25 percent local match for non-state projects; and 2) Increasing the quality of projects funded through the program by establishing objective criteria for feasibility studies for all projects, to make sure they are necessary, practical, cost-effective, and self-sustaining.###

This language amendment may cause important information regarding transfers to not be collected resulting in a decrease in transparency and accountability. While I generally support efforts to reduce government paperwork, for the reasons given, I am vetoing this item.

I recently came accross your blog and have been reading along. I thought I would leave my first comment. I dont know what to say except that I have enjoyed reading. Nice blog.

EXCELLENT! Perhaps Mr. Jindal is finally learning to govern.
Vetoes: Thank you Governor Jindal for taking the first steps in creating a budget for the entire state, for removing the projects that should be under community, philanthropy, church, local government, self-help, and/or any concerned citizen. It’s like setting up triage, one should prioritize the mandatory objectives that encompass the needs of the entire state. There would need to be sufficient resources to apply to those objectives so that the project will be successful in an efficient amount of time that would produce long-term satisfaction. I would hope that the representatives of this state realize that their position is to represent their community in offering services that would benefit the State of Louisiana as a whole, not in reaping personal benefits for themselves. If each parish builds its share of the road, then the entire state could be paved with literacy, knowledge, science, engineering, arts, etc.; every parish has something of value to offer. It’s time to initiate an “ante-up” philosophy to replace the “gimme” attitude which now prevails.
What happens to the $16 million dollars saved from these vetoes? How about a rebate check for every Louisiana Tax-Payer?
Cindy: Did you factor in the 3.3 million that would have been paid for the payraise for leges? So, about 19million!!
